Pemerintah Terapkan Lima Strategi Percepat Penurunan Buta Aksara

Beijing ( Berita ) : Pemerintah Indonesia harus memiliki lima strategi untuk mempercepat pengentasan buta aksara hingga lima persen dari total penduduk pada tahun 2015, sementara hingga akhir 2006 jumlah penyandang buta aksara mencapai 8 persen atau sekitar 12,8 juta orang.

Hal itu diungkapkan Ketua Harian Komnas Indonesia untuk UNESCO Arief Rahman, di Beijing, Senin [30/07], sebelum mengikuti Konferensi Regional UNESCO Upaya Pemberantasan Buta Huruf Se Dunia (UNESCO Regional Conferences In Support of Global Literacy” yang diselengarakan, Selasa (31/7).

Arief menjelaskan, lima strategi tersebut yaitu pertama, pemetaan jumlah penyandang buta aksara secara tepat, kedua, perluasan informasi dan sosialisasi pentingnya melek aksara, ketiga, pemberdayaan sekolah formal dan nonformal bekerjasama dengan lembaga swadaya masyarakat (LSM).

Keempat, program pendidikan membaca secara inovatif melalui kegiatan di luar sekolah, kelima menjalin kemitraan denga UNESCO. “Program ini harus dilakukan secara bersamaan, sehingga tujuan mengentaskan kemiskinan tidak hanya sebatas wacana,” ujarnya.

Menurut Arief yang juga dikenal sebagai tokoh pendidikan Indonesia ini, salah satu yang penting adalah perlunya pendekatan kultural, ekonomi dan politik. “Masih ada budaya atau anggapan bahwa tidak harus bisa baca, tetapi hidup nyaman dan tenteram. Ini pemahanan budaya yang salah,” ujarnya.

Dari sisi ekonomi dibutuhkan dana yang jumlahnya cukup besar. Pemerintah sendiri khusus tahun 2007 setidaknya mengalokasikan anggaran sebesar Rp1,25 triliun.

Sedangkan sudut politik pengentasan buta aksara harus didorong dengan membuat Undang-Undang maupun Peraturan Daerah. Data Badan Pusat Statistik (BPS) tahun 2006 menyebutkan angka buta aksara di atas usia 15 tahun di Indonesia berjumlah 12.881.080 orang atau 8,07 persen.

“Jumlah itu sudah menurun jauh sekali dibanding tahun 1945 ketiga penyandang buta huruf masih mencapai 97 persen dari total penduduk,” ujar Arief.

Dengan program yang terus dilanjutkan, target yang dicapai, yakni menurunkan angka buta aksara menjadi lima persen pada akhir tahun 2009. Sementara, menurut kesepakatan negara-negara yang tergabung dalam forum Dakar, Senegal –termasuk Indonesia– ditargetkan menurunkannya menjadi lima persen yang akan dicapai pada 2015, artinya Indonesia berinisiatif melakukan penuntasan enam tahun lebih cepat.
